St. Joseph Peninsula Beach Restoration Project Timeline from Bid Opening to Project Completion (original timeline follows below)

The following timeline provides a general overview of the actions that still remain to be taken to see the project through to completion.

Receive bids/Open Bids	Bids for the project were received by June 8, 2007. The bid opening was held on June 11, 2007. COMPLETED
Award contract	The BOCC issued a notice of intent to award the contract for our beach project to Manson Construction.  Manson had the lowest bid of $20.8 million.  COMPLETED
Begin project construction/complete project construction	Our original projected date for starting the project was October 1, 2007.  Due to the petition that has been filed agaist our permit, FDEP cannot issue our permit at this time.  As a reusult, we cannot provide a projected date for construction to begin; however, we have received approval to extend the project over a two-year period, should that become necessary.

The following timeline provides a general overview of the actions that will need to be taken to see the project through to success. Many of these actions will be happening simultaneously.

This is a very proactive timeline which aims to have project construction begin as early as August 1, 2007. It is important to note that many of the targeted completion dates are interdependent upon other actions being taken at the same time. As a result, the timeline may be modified from time to time to adjust to changing factors.

Contract for the study was awarded to MRD Associates.	The contract was awarded to MRD Associates on March 22, 2005. The study began in June 2005.
TDC approved committing 1/6 of TDC budget towards the beach restoration project	Approved on May 5, 2005
Dr. Stronge, a well-recognized beach economist, was retained by the TDC to perform an economic impact study	Contract commencement May 23, 2005.  Preliminary results have been received - final report anticipated by February 28, 2006.
The SJPBAC (St. Joseph Peninsula Beach Advisory Committee) was formed to oversee all aspects of the project.	Committee formed on September 9, 2005.
Submission of annual request to the Florida DEP for Erosion Control Program Funds	The application was submitted on September 16, 2005. It is important to note that actual state funding will be dependent upon the availability of public beach access points in the “impact” area (see below).
The website, www.savethecape.com, went live.	The website which will serve as source for up-to-date information regarding the project, www.savethecape.com, went live on 10/21/05.
Completion of Economic Impact Study by Dr. Stronge	It is anticipated that the study will be finalized during the month of November 2005.
Passage of the MSTU (taxing unit) by the Gulf Co. Commissioners	MSTU taxing units passed by the GCBOCC on December 13, 2005.
Completion of Feasibility & Design Study by MRD Associates	The feasibility & design study is currently running ahead of schedule, but should be complete no later than February 28, 2006. This study will also address the related environmental issues.
Development of MSTU millage rate by tax attorney	The formula for the proposed MSTU is currently targeted to be in place no later than April 30, 2006.
Completion of Geotechnical Study by MRD Associates	This study is currently underway and slated for completion by April 30, 2006.
Preparation & submission of permit applications to the Federal authorities	MRD anticipates that it will take approximately one and a half months to complete the applications. They have a target date for submission of April 15, 2006.
Referendum on MSTU to approve related bond issue to fund project	Public referendum by voters in geographic area affected by project. MAIL-IN BALLOT, DEADLINE IS JULY 6, 2006.
Initiation and approval of bond to finance project	It is anticipated that the BCC will be able to initiate and approve the bond issue, upon the successful referendum, as necessary to meet funding requirements.
Availability of project funding stream from bond issue	The Financial Committee anticipates that the funding stream from the bond issue will become available for 2007.
Processing of State and Federal permits to authorize project.	MRD anticipates submitting the applications by April 15, 2006. The target date for receiving approval from the Federal and State DEP is April 30, 2007; however, it is important to note that this process may take as long as two years.
Approval and maximizing State funding – this will involve establishing public access points for the beach	Approval of the portion of the project that will be funded by the state is anticipated during the 2006 Spring Legislative Session. Funding eligibility analysis is underway. Alternatives to increase state funding will be identified by mid-November 2005. The acquisition of additional public access and parking must be in place prior to state funding appropriation.
Complete final design and construction contract documents	MRD anticipates that it will take approximately 4 months to complete this phase of the project. They anticipate they will have the bid package ready by March 15, 2007.
Receive bids	MRD anticipates that it take approximately 2 months to go through the bidding process and receive the contract proposals. They expect to have received all proposals by June 15, 2007.
Award contract	MRD anticipates that it will take approximately 1 month to review the proposals and award the contract. Therefore, they anticipate that the contractor for the project will be approved by July 15, 2007.
Begin project construction	MRD projects that the contractor will be able to begin construction August 1, 2007 and the construction phase will last approximately 7 months. (Important note: The projected target date is contingent upon construction being allowed during turtle season. This phase could be delayed until after November 30, 2007).
